The bill (Reg. No. 2645) aims at standardizing conditions of payment for work of scientific and pedagogical personnel and their pension insurance; ensuring the right of postgraduate and doctoral graduates to include the period of full-time postgraduate attendance and the period of doctoral training into the scientific and pedagogical work experience; securing rights of state officials and local self-government officials when moving to the post of scientific and pedagogical personnel of higher educational institutions of III-VI accreditation level.
This halts movement of scientists to state service and vice versa and does not stimulate public servants to move to scientific and pedagogical activity.
