The Committee on Science and education recommends that the parliament should adopt as a basis the bill on amendments to the Law “On Scientific and Scientific and Technical Activity” (re scientific and pedagogical work experience and work experience of scientific and pedagogical work)

The bill (Reg. No. 2645) aims at standardizing conditions of payment for work of scientific and pedagogical personnel and their pension insurance; ensuring the right of postgraduate and doctoral graduates to include the period of full-time postgraduate attendance and the period of doctoral training into the scientific and pedagogical work experience; securing rights of state officials and local self-government officials when moving to the post of scientific and pedagogical personnel of higher educational institutions of III-VI accreditation level.    

This halts movement of scientists to state service and vice versa and does not stimulate public servants to move to scientific and pedagogical activity.
