The bill (Reg. No. 2450) suggests introducing a guaranteed employment of rural population by determining the established standard of work places in order to employ rural population for enterprises, institutions, organizations, peasant (farm) enterprises, and natural persons using agricultural land. Thereat, it is suggested to make the respective established standard as one of the conditions to use agricultural land.
It is suggested amend articles 14 and 24 of the Law “On Employment” and article 31 of the Law “On Land Lease”.
The Committee members believe that the suggested amendments violate the principle of citizens’ equality, prescribed by article 24 of the Constitution of Ukraine, for it is suggested to introduce the guaranteed employment only for rural population.
People’s deputies noted also that certain amendments to the laws contradict other provisions of these laws.
