It was noted that adoption of the bill (Reg. No. 2167) is predetermined by the necessity to rationally use buildings and premises of educational establishments and institutions of the system of education for providing educational and related services.  

Particularly, the Committee members stressed that there is the deficit of places in the pre-school educational establishments.  

The Committee noted that considering the necessity to ensure the rights of citizens to gain qualitative education, the bill aims at prohibiting at legislative level use buildings and premises of educational establishments and institutions of the system of education that were transferred from state or municipal ownership, or leased out by state bodies and local self-government bodies and used for other than the purposes specified by the bodies of local self-government, enterprises, institutions and organizations of different kinds of ownership, whose activity is not connected with providing educational and related services.
