In order to control the fulfillment of the Law “On Culture” the address of the All-Ukrainian council of headmasters of primary specialized art schools (schools of aesthetic education) to the people’s deputies of Ukraine was considered.
The Committee Chairman Vyacheslav Kyrylenko stressed that “optimization initiatives hide behind significant reduction of budget funding of clubs, libraries, schools of aesthetic education, including musical and art schools”.
V.Kyrylenko expressed readiness to legislatively support measures aiming at preservation of out-of-school educational establishments and to control the issue of social protection of cultural employees.
Following the results of discussion, the Committee took the decision to consider initiatives pertaining to optimization of the system of out-of-school education as contradicting to the provisions of Constitution and to the existing national and international legislation.
People’s deputies decided to recommend the Verkhovna Rada adopt the draft resolution on imposing moratorium on the shutdown of out-of-school educational establishments, including in the sphere of culture, that are in state and municipal ownership (Reg. No. 2792) as a basis and in entirety. Committee members believe that adoption of the resolution will allow preserve the existing network of out-of-school educational institutions.
The decision was taken to hold parliamentary hearings “Preparation to celebration of the 200th birth anniversary of Taras Hryhorovych Shevchenko: the state, problems and suggestions” in the Committee on May 21, 2013.
