The bill (Reg. No. 1043) suggests imposing moratorium on implementation of mandatory sale of dwelling by the decision of courts that should be executed by the State Executive Service, in regard to debt recovery for housing utilities services, telecommunication services, fines, and other fine sanctions imposed for non-payment (untimely payment) of arrears, or for other actions or non-action connected with provision of housing and utilities services for the period of financial crisis, but no sooner than January 1, 2015 when salaries, scholarships, and other money payment debts are repaid to population.
Committee members upheld the bill adoption of which, they believe, will decrease social tension; protect the most vulnerable layers of population and the constitutional right of citizens of Ukraine to housing and sufficient living standards.
