The bill
(Reg. No. 2157) suggests specifying the version of article 28 “Protection and
conservation of green space” of the Law “On Residential Redevelopment” by supplementing
it with a provision allowing clearance of green spaces on land plots that are
in private ownership without issuance of a license (indent) by the decision of
an owner and without making the respective payment. The bill stipulates also clearance of green
spaces on the territories of villages and townships by the decision of
executive bodies of village (township) council and without coordination with
other state bodies and or making the respective payment.
People’s deputies
believe that such amendments may decrease environmental protection requirements
and shall promote uncontrolled clearance of green spaces in residential areas.
People’s
deputies do not uphold provision of the bill re clearance of green spaces by
the decision of the executive body of village or township council without
making the respective payment, for “this contradicts legislation in the part of non-exhaustive use of resources”.
