The bill (Reg. No. 1046) aims at increasing the level of responsibility of economic agents in regard to fulfillment of requirements of environmental legislation concerning effective and balanced use of natural resources by increasing state control over natural resources that are in private ownership of economic agents. The bill introduces mandatory alienation of natural resources into state or communal ownership, in case, economic agent violates legal regime of their use established by the law.
It was noted that the bill fully corresponds to the bills submitted during the VI convocation (Reg. No. 10037 – not included into the agenda and Reg. No. 11159 – withdrawn).
Committee members stressed that the idea of strengthening responsibility for violating legal regime of the use of natural resources should be supported, however, there are some drawbacks that prevent adoption of the bill in the suggested version.
