It was mentioned during the meeting that the bill (Reg. No. 1095) is developed to adopt the principle of social justice concerning persons who care for disabled children and disabled persons of group 1.
The Chairman of the Committee and author of the bill Valeriy Sushkevych stressed that the project proposes to amend the laws “On state social assistance to the disabled from birth and disabled children”, “On social services”, “On mandatory state pension insurance” and “On the collection and accounting of a unified contribution to the mandatory state social insurance.”
The Committee noted that according to the current legislation, namely the Law "On state social assistance to the disabled from birth and disabled children," state social assistance for disabled children under 18 is 70% of the living wages for those who are unable to work. The same law provides the state social assistance for care.
The situation with orphans is completely different. Taking into consideration the fact that the family is still the best environment for child development, Ukraine supports people willing to adopt and bring up the orphans. In this regard, there is sustainable support for people who bring up the orphan-child.
The disabled children and the orphans-children have the same social status, but the orphans and persons taking care for them have more sustainable material support, when the parents of disabled children spent significant part of the funds on treatment and rehabilitation of such children.
