The bill (Reg. No. 0014) suggests access to the Convention on Protection of Children and Co-Operation in Respect of Intercountry Adoption, concluded on May 29, 1993 in Hague. According to the article 1 of the Convention, it aims at “ensuring that intercountry adoptions take place in the best interests of the child and ensure prevention of the abduction, the sale of, or traffic in children.”
The Convention imposes performance of duties on cooperation in respect of intercountry adoption directly on the central bodies, or other bodies and organizations accredited in their state. No reservations to the Convention are accepted.
According to people’s deputies, implementation of bill provisions will bring the activities of intercountry adoption in Ukraine in line with international standards in this area; create a legal basis for direct cooperation of the central bodies, parties to the Convention and enable Ukraine to use an effective international legal mechanism to control living conditions and bringing up of children adopted by foreigners.
