Committee members discussed information and analytical materials provided by the Ministry of Regional Development, Construction, Housing and Communal Services and the Counting Chamber. Particularly, it was noted that “a real market mechanism was established within the framework of the Program”.
The Program was approved by population, supported by developers and local authorities and acknowledged in the course of the UN Economic Commission Mission for Europe during inspection of the housing sector in Ukraine.
Committee members stressed that aspects of Program implementation were not fully outlined by experts of the Counting Chamber in the process of audit.
Representatives of Counting Chamber, Ministry of Regional Development and Construction, Ministry of Finance, State Fund for Youth Housing, State Mortgage Institution, State Savings Bank of Ukraine, Ukrgasbank and Ukreximbank participated in the discussion.
By results of consideration, Committee members decided to establish a working group and entrust it to complete the respective recommendations of the Cabinet of Ministers, required for increasing effectiveness of implementation of State Target Social and Economic Program on affordable housing construction (purchasing) for 2010-2017.
