On Monday, at the beginning of the meeting of the Conciliatory Council, Volodymyr Rybak informed that three letters of the people’s deputy of Ukraine A.Yatseniuk, pertaining to legal aspects of holding of an extraordinary session, were registered in the Verkhovna Rada of Ukraine Secretariat as well as the letter of A.Yatseniuk with a demand to convene an extraordinary session of the Parliament in view of 11 sheets with signatures of people’s deputies.
“In connection with this, I would like to remind that by results of the inspection carried out by the Parliamentary Secretariat, it turned out that the initiators of the extraordinary session failed to collect the required number of signatures of people’s deputies. 7 of 158 signatures did not correspond to the original, while the other 10 cast doubt on their authenticity, for the deputies whose signatures were on the list were not on the territory of Ukraine on the day of signing. This fact is confirmed by the Border Guard Service of Ukraine. Thus, only 141 of the required 150 signatures were, no doubt, authentic.
“I have been waiting for 10 more signatures during January 25, 26, 27, and 28. The order was ready and I was ready to sign it. But up till now, no signatures appeared,” said Volodymyr Rybak.
“Thus, in this scenario, I did not break any prescription of the Rules of Procedure while taking the decision in regard to appointment of an extraordinary session,” said the Chairman of the Verkhovna Rada.
