In particular, the Committee recognized the bill on the procedure of natural gas supply to the citizens of Ukraine (Reg. No. 11098), elaborated to ensure energy safety of Ukraine, effective use and functioning of fuel and energy complex objects, as well as to ensure the needs of population at the cost of own energy resources, as non-contradictory to the legislation of the European Union.

 

Members of the Committee noted that by the subject of legal regulation the bill belongs to the energy sphere and is governed in the legislation of the European Union by the Energy Community Treaty of 01.07.2006; the Directive 2003/55/EC concerning common rules for the internal market in natural gas; the Resolution of the Consultative Committee of ECCS concerning the White Paper: An Energy Policy for the European Union; and the Green Book – Energy Policy of the European Union.

 

The Committee concluded that the bill does not contradict the legislation of the European Union.

 

The Committee recognized also the bill to amend the LawOn the Principles of the State Language Policy) (re the language of printed mass media) (Reg. No. 11360) as non-contradictory to the legislation of the European Union.

 

The Committee noted that in the European Council the issue of language use is governed  by the European Charter of Regional and Minority languages of 1992, ratified by Ukraine on May 15, 2003 (the Law No. 802-ІУ).

 

Members of the Committee concluded that not only does the bill correspond to Ukraines obligations under the European Charter of Regional and Minority Languages, but is also aimed at their assertion in Ukraine.
