The Committee on Legal Affairs unanimously approved the suggestions of the Chair of the Committee on Justice of the Verkhovna Rada of Ukraine S.Kivalov regarding reforming the work of the European Court of Human Rights (ECHR).

 

Two years ago the Parliamentary Assembly mandated the parliamentarian to examine the reasons for accumulation of cases in the European Court of Human Rights.

 

According to S.Kivalov while examining the problem systemic structural deficiencies were revealed within Member States that cause problems in the ECHR. 

 

The people’s deputy stressed that to develop effective mechanisms for optimization of the court work and eliminate structural systemic deficiencies within Member States, a special working group including more then thirty best Ukrainian legal experts, was established.

 

“We suggested introducing the objective statistics. Thus, to use not absolute figures – the number of complaints from this or that country, but to focus on the number of population,” Serhiy Kivalov said. It was suggested to create general database of cases and judgements of the ECHR, to enlarge the staff of court secretariat and the number of seconded lawyers, as well as to establish non-governmental centers to analyze complaints.
