The Committee noted that current payment system of additional payments is based on regulatory legal acts contradicting to the demands of the Law “On the Status and Social Protection of Citizens who suffered from Chornobyl Disaster”, thus, leading to violations of constitutional rights of indemnities to social protection, contributing to social tensions among them and having a negative impact on the stability and financing of measures stipulated by the respective budget program.
The amount of additional payments to citizens working in areas of radioactive contamination remained unchanged for the past 16 years.
By results of discussion, the Committee adopted a decision to take into account information of the Counting Chamber of Ukraine and gave several recommendations to the Cabinet of Ministers.
The Committee members believe that the Ministry of Social Policy should consider the results of auditing the effectiveness of using state budget funds to make additional payments related to payroll accounting, payment of increased scholarships and granting leave to citizens who suffered from Chornobyl disaster and to inform the Committee on Environmental Policy, Use of Natural Resources and Chornobyl Aftermath Mitigation on the results of consideration.
