NEXT PLENARY MEETINGS OF THE ELEVENTH SESSION OF THE VERKHOVNA RADA OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, OCTOBER 16.
The First Deputy Chairman of the Verkhovna Rada Adam Martyniuk opened the morning meeting and informed about the results of work of the Verkhovna Rada at plenary meetings on October 2.
Authorized representatives of deputy factions took the floor with announcements, statements, information, and proposals.
The Chairman read out deputy inquiries.
By results of voting the Verkhovna Rada did not cancel its decisions on adoption of laws “To amend article 16 of the Budgetary Code of Ukraine re treasury accounts” and “To amend several legislative acts of Ukraine re cancellation of the declaration of conformance”.
A number of bills were included into the agenda, particularly, to amend the Budgetary Code and the Law “On the State Budget of Ukraine for 2012.”
By 252 votes people’s deputies adopted the decision to continue the evening meeting until all agenda items are considered.
Members of the Parliament considered the issues of ratification.
The Verkhovna Rada ratified: the Protocol on Sustainable Forest Management to the Framework Convention on the Protection and Sustainable Development of the Carpathians; the Agreement on Co-operation of Member States of the Commonwealth of Independent States in Struggle against Trafficking in Human beings, Human Organs and Tissues; the Agreement between the Cabinet of Ministers of Ukraine and the Government of Qatar on air communication; the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Greece regarding mutual protection of classified information in the sphere of defense; and the Protocol between the Cabinet of Ministers of Ukraine and the Government of the Republic of Belarus to amend and supplement the Agreement between the Government of Ukraine and the Government of the Republic of Belarus on labor activity and social safety of citizens of Ukraine and the Republic of Belarus, working outside their countries.
They also ratified: he Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Serbia on International automobile carriages of passengers and freights; he Agreement (in the form of letter exchange) between the Government of Ukraine and the Organization for Economic Co-operation and Development regarding participation in work of the Steel Committee; the Agreement to Make Amendments No. 11 to the Grant Agreement No. 006 (Nuclear Safety Project for Chornobyl NPP) between the European Bank for Reconstruction and Development, as the Administrator of Funds Provided under the Grant from the Nuclear Safety Account, and the Cabinet of Ministers of Ukraine and the State Specialized Enterprise “Chornobyl NPP”; the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Turkey on Cooperation in the sphere of Quarantine and Protection of Plants; and the Free Trade Agreement between the Government of Ukraine and the Government of Montenegro.
People’s deputies adopted the laws “To amend the Agreement on the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and Contiguous Atlantic Area”; On Ukraine’s Accession to the Agreement on the International Occasional Carriage of Passengers (INTERBUS Agreement)"; “To annex Ukraine to the Convention on the European Pharmacopoeia amended according to the provisions of the Protocol”.
Members of the Parliament considered the Law “On state support of software industry development” with proposals by the President of Ukraine. The new version of the law was adopted with consideration of proposals by the Head of the State.
People’s deputies considered a number of draft resolutions on election and dismissal of judges and took the respective decisions.
The bill “To adopt the National Target Program to Fight Tuberculosis for 2012 – 2016” was presented by the First Deputy Minister of Healthcare Payisa Moiseyenko.
The Head of the Committee on Public Health Tetiana Bakhteyeva reported the decision of the Committee to recommend that the Verkhovna Rada should uphold the bill.
People’s deputies supported the bill in entirety by 272 votes.
The bill “To amend the Law of Ukraine “On "On General Secondary Education" regarding class sizes and reorganization of schools” was presented by people’s deputy Stepan Davymuka.
The Committee on Science and Education recommended that the Verkhovna Rada should adopt the bill in the first reading and in entirety.
Members of the Parliament considered the bills in the second reading.
The Verkhovna Rada adopted in entirety the following bills: “To amend several legislative acts of Ukraine in connection with adoption of the Law "On the Status of Foreigners and Stateless Persons"; “To amend several legislative acts of Ukraine (re restrictions for the use of assisted reproductive technologies)"; “To amend article 8 of the Law "On Collection and Register of Single Contributions to Mandatory State Social Insurance" (re payment of single contribution); “To amend several legislative acts of Ukraine regarding legacy registration”; “To amend several legislative acts of Ukraine regarding determination of the Parties of collective negotiations”.
People’s deputies adopted in entirety several bills pertaining to administrative reform. In particular “To amend several legislative acts of Ukraine (re activity of the Ministry of Internal Affairs, the Ministry of Emergencies, the Ministry of Regional Development, Construction, and Housing and Public Utility Sector, and other central executive authorities whose activity is directed and coordinated by the respective ministers)”.
The following bills were adopted in the version of the first reading: “To amend several legislative acts of Ukraine (re activity of the Ministry of Science and Education, Youth and Sports of Ukraine, Ministry of Public Health, Ministry of Energy and Mining and other central executive bodies guided and coordinated by the respective ministers, and the State Committee for Television and Radio Broadcasting)”; “To amend several legislative acts of Ukraine (re activity of the Ministry of Justice, Ministry of Culture and other central executive bodies guided and coordinated by the respective ministers, as well as of the State Space Agency)”; “To amend several legislative acts of Ukraine (re activity of the Ministry of Agrarian Policy and Food, Ministry of Social Policy and other central executive bodies guided and coordinated by the respective ministers.
At the end of the morning meeting people’s deputies included into the agenda the bill to amend annex No. 3 to the Law “On the State Budget of Ukraine for 2012” (re redistribution between the budgetary programs of the Ministry of Foreign Affairs).

At the evening meeting, people’s deputies considered the bills included into the agenda of the session at the morning meeting.
The bill to amend the Law “On Agricultural Cooperation” in the new version was presented by the First Deputy Minister of Agrarian Policy and Food of Ukraine Ivan Bisiuk.
The head of subcommittee of the Committee on Agrarian Policy and Land Relations Maryna Perestenko reported the decision of the Committee to recommend that the Parliament should adopt the bill as a basis.
People’s deputies supported the decision of the specialized committee by 241 votes.
Parliamentarians considered in the second reading the bill “To amend several legislative acts of Ukraine (re optimization of powers of executive authorities in the sphere of environmental policy and use of natural resources, including those on the local level)”.
The Head of the Committee on Environmental Policy, Use of Natural Resources and Chornobyl Aftermath Mitigation Anatoliy Semynoha reported the decision of the Committee to recommend that the Parliament should decline this bill.
Members of the Parliament eliminated the contradictions in the text of the adopted law “Tp amend the Land Code of Ukraine re acquisition of title to land”.
The Verkhovna Rada adopted the Law “To Adopt the Amendments to the Articles of Agreement of the International Monetary Fund”.
The bill to amend the Land Code of Ukraine (re circulation of agricultural land) was presented by people’s deputy Yu. Miroshnychenko.
Representative of the Committee on Agrarian Policy and Land Relations Hryhoriy Smitiukh reported the decision of the Committee to recommend that the Parliament should adopt the bill as a basis and in entirety.
By results of voting the bill was adopted as a basis by 240 votes.
People’s deputies considered eleven bills to amend the Law of Ukraine “On State Budget of Ukraine for 2012”, included into the agenda during the morning session.
The Verkhovna Rada adopted in entirety the following laws “To amend the Law “On State Budget of Ukraine for 2012”: regarding increasing expenses for technical reequipment and labour safety on coal mining enterprises (Reg. No. 11328); regarding labour remuneration in academic institutions (Reg. No. 11322); regarding reallocation of expenses to the State Agency of Land Resources of Ukraine (Reg. No. 11305); regarding budget allocations of the State Property Agency of Ukraine (Reg. No. 11313); regarding the purchase of medical vehicles and equipment for healthcare centers (Reg. No. 11343); regarding financing modernization and reconstruction of gas pipeline network (Reg. No. 11341); regarding financing of combined-cycle power plant construction in Shcholkine town of the Autonomous Republic of Crimea (Reg. No. 11342); regarding financing of infrastructural projects (Reg. No. 11344); regarding reallocation of expenses of the Ministry of Education, Science Youth and Sports of Ukraine (Reg. No. 11296); and regarding reallocation between the budgetary programs of the Ministry of Foreign Affairs (Reg. No. 11340).
People’s deputies considered and adopted the decision regarding two bills to amend the Budget Code of Ukraine.
The Verkhovna Rada adopted as a basis the bill to amend the Budget Code of Ukraine regarding loans to the general budget fund of Kyiv city to repay a debt for bill payments (Reg. No. 11272).
The draft law “To amend the Budget Code of Ukraine” (re formation and implementation of state and local budgets) under register No. 11332, was adopted in entirety.
The draft law to amend the Rules of Procedure of the Verkhovna Rada of Ukraine was reported by the Head of the Committee on Rules of Parliamentary Procedure Ethics and Support to Work of The Verkhovna Rada of Ukraine, Volodymyr Makeyenko. The bill was adopted as a basis by 261 votes.
People’s deputies considered the bill to amend the Tax Code of Ukraine regarding specifications of certain provisions. By results of voting, the bill did get enough votes.
The Verkhovna Rada of Ukraine adopted as a basis the draft law to amend clause 9 of section VI of the “Final and Transitional Provisions” of the Law of Ukraine “On depository system of Ukraine” regarding treasury obligations of Ukraine by 265 votes.
People’s deputies included into the agenda and considered the draft resolution to appoint supervisory board members of public joint-stock company “State Land Bank”.
Having adopted the draft resolution, the Verkhovna Rada adopted 5 members of the supervisory board of public joint-stock company “State Land Bank”.
The Chairman adjourned the evening session.
On October 17 – 19 people’s deputies will work in the committees, commissions and factions; on October 22-28 – with voters; October 29-November 2 – in the committees, commissions and factions.
Next plenary meeting of the eleventh session will be held on Tuesday, November 6, 2012.
