"To Amend the Law of Ukraine "On the System of Deposit Guarantee" (re refining the operation of the Fund and establishing the minimum sum of reimbursement of deposit)
The law establishes the minimum sum of reimbursement of deposit; specifying the grounds to terminate the powers of the members of the Administrative Board of the Fund; determining the order of the internal audit of the Fund, etc.

"To amend several legislative acts of Ukraine in the part of canceling requirements concerning the necessity of mandatory presentation of hard copies of extracts from the Single State Register of Legal Entities and Sole Proprietors"
To simplify economic activity of economic agents and meet the needs of state bodies to receive information from the Single State Register of Legal Entities and Sole Proprietors via Internet, the law excludes from a number of laws the norms concerning the mandatory submission of paper copies of extracts from the State Register.

"On the Human Rights Commissioner of the Verkhovna Rada of Ukraine" regarding national preventive mechanism
The law assigns the function of the national preventive mechanism under the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment to the Human Rights Commissioner of the Verkhovna Rada.

“To amend the Law "On State Regulation of Activity in the Sphere of Technology Transfer"
The law determines legal, economic, organizational, and financial principles of state regulation in the sphere of technology transfer. It aims at maintaining effective use of scientific, technical and intellectual potential of Ukraine; technological production; securing the right to property on domestic technologies, and/ or their parts on the territory of states where they are used and extending international scientific and technical cooperation in this sphere.
The suggests the new version of the current law. Particularly, amending all its sections;
conducting a monitoring in the sphere of technology transfer;
introducing registration of transferred technologies, created by state funds, etc.

“To amend several legislative acts of Ukraine regarding performance of production sharing agreements”
The law is aimed at improvement of legislation regarding production sharing agreements and adjacent spheres to provide for favorable investment climate for investor?s activity under production sharing agreements. Implementation of the norms of the bill will increase the efficiency of attracting private investments in extractive sector in Ukraine.

“To amend several legislative acts of Ukraine regarding economic obligations”
The legislative act amends the Code of Economic Procedure, Economic and Civil Codes of Ukraine, as well as the Laws “On renewal of paying capacity of a debtor or recognition of his bankruptcy” and “On enforcement proceedings” that are aimed at specification of consequences of recognizing credit agreements, procedure of readjustment plan, etc. as invalid.
Particularly, the Civil Code is supplemented by article 1057-1 regarding legal effects of invalidity of a credit agreement.

The Code of Civil Protection of Ukraine
The Code governs relations connected with protection of population, territories, environment and property from emergencies, reacting to them, functioning of a single state system of civil protection; it also determines the powers of governmental bodies, the Council of Ministers of the Autonomous Republic of Crimea, local self-government bodies, as well as rights and obligations of Ukrainian citizens, enterprises, institutions and organizations regardless their pattern of ownership.
Under the Code, civil protection is the function of the state aimed at protection of population, territories, environment and property from emergencies by their prevention and elimination of their aftermath, and by provision of assistance to the victims.
The Code determines the classification of emergencies.
To implement state policy in the sphere of social protection, a single state system of civil protection shall be created; the system shall consist of functional and territorial subsystems and their parts. Provisions on the single system of social protection and typical provisions on functional and territorial subsystems shall be approved by the Cabinet of Ministers.
The Code determines also the powers of the Cabinet of Ministers in the sphere of civil protection.
People’s deputies adopted also a respective bill to amend several legislative acts in connection with adoption of the Code of Civil Protection of Ukraine.

“To amend several legislative acts of Ukraine regarding improvement of mechanism of regulating and strengthening responsibility in waste management”
The law amends the Law "On Waste" in the following way: new terms are introduced; definitions of some terms are specified; responsibilities of legal entities and natural persons in regard to waste management, namely ensuring separate collection of waste, are extended. In addition, the Code of Ukraine on Administrative Violations shall be supplemented by articles 152-1, 152-2 regarding responsibility for violating the requirements of waste management.

“To amend the Law "On peculiarities of ensuring openness, transparency and democratic character of elections of people's deputies on October 28, 2012" (re refinement of certain provisions)
The document stipulates introduction of the system of video surveillance, video recording and image broadcasting that should ensure broadcasting images from polling stations and their display on the respective web-site, as well as information storage. Video surveillance systems shall be installed in voting premises of regular polling stations.
The law stipulates also that the system of video surveillance shall not be used in the premises of the Central Election Commission, District Election Commissions, local election commissions, as well as foreign and special election stations.
The document includes the norm, according to which, application of these systems during the procedure of voting and vote counting is mandatory.

“To Amend the Law "On Seeds and Planting Stock"
The law was adopted in the new version entitled “On Seeds and Planting Stock”.
The law presents a new version of the applicable Law. The bill defines the terms; specifies the bodies in charge of state regulation of seed production and planting stock, respective authorities of the central executive body in charge of agrarian policy; tackles the issues of financial and material-technical support of seed production, establishment of an insurance seed fund, the order of setting up the state reserve seed fund, acquisition of the right for seed production and use, etc.

“To amend the Law "On Protection of Personal Data"
The law changes the sphere of application of the Law "On Protection of Personal Data" by indicating, among other things, that it applies to all actions of processing personal data, and not only those in databases of personal data.
It regulates the problem of transborder data transmission.
It is also proposed to extend the grounds for personal data processing in comparison to the current version of the Law "On Protection of Personal Data".
The bill harmonizes the norms of the laws "On Protection of Personal Data", "On Access to Public Information" and "On Information".
The bill presupposes also extension of rights of the subjects of personal data.
It is also aimed at application of transparency and honesty principles in processing personal data.

“To amend the Land Code of Ukraine regarding acquisition of title to land”
The law amends the Land Code of Ukraine to specify and extend the rage of persons able to acquire title to land plots from the land of state and communal ownership.
Particularly, the document stipulates that "foreign enterprises, enterprises whose statutory capital include foreign investments (joint enterprises, enterprises with foreign investments); legal entities established under the legislation of foreign states; foreign states; as well as international governmental and non-governmental organizations can, in the order established by the Land Code of Ukraine for legal entities (established under the legislation of foreign states), acquire title to land plots of non-agricultural land".

“To amend several legislative acts of Ukraine regarding state regulation in the sphere of utility services”
The law refers "recycling and landfill disposal of household waste" to the sphere of natural monopolies and adjacent markets.
The law excludes determination of fixed state tariffs in the sphere of waste recycling and landfill disposal from the powers of the Cabinet of Ministers. Under the law, activity in this area shall be governed by the National Commission on Regulation of Utility Services Market.
The respective amendments shall be made to the laws "On State Regulation of Utility Services", "On Waste", "On Natural Monopolies", "On Prices and Price Formation", "On Local Self-Government in Ukraine", "On Housing and Utility Services", as well as to the Code of Administrative Violations of Ukraine.

“To amend the laws "On architectural activities" and "On licensing particular types of economic operations" (re licensing economic operations in the sphere of construction)
The law improves state regulation in the sphere of urban development. The law specifies that licensing is applicable only "to the economic operations connected with the construction of an architectural objects of to ІV V categories of complexity and (or) engineering equipment of ІV V categories of complexity. The Cabinet of Ministers shall set the licensing procedure and establish the fee for the issue of a license or its copy".

"To amend article 18 of the Law of Ukraine "On Procedural and Institutional Principles of Organized Crime Control" (re simplification of licensing of currency operations)
The law is aimed at minimizing the influence of law enforcement bodies and termination of the functions that are not characteristic for them in the process of issuing licenses for foreign currency operations by the National Bank of Ukraine.

“To amend several legislative acts (re deregulation of economic activity of land surveying and land appraisal)”
The main aim of the law is to create legal possibilities for performance of tasks set by the National Action Plan for 2012 to deregulate economic activity in the spheres of land surveying and land appraisal and cancel licensing of economic activity in the abovementioned spheres with introduction of a new and more liberal model of state regulation on the basis of certification.

“To amend several legislative acts of Ukraine regarding improvement of the procedure of land plot allocation and change of their designation”
The law determines that change of designation of land plots in state or municipal ownership shall be carried out by the Verkhovna Rada of the Autonomous Republic of Crimea, the Council of Ministers of the Autonomous Republic of Crimea, executive bodies or local self-government bodies taking decisions on adoption of land use plans in regard to allocation of land plots and their transfer into ownership or use under the powers determined in article 122 of the Land Code.

“On Single State Demographic Register”
The law is aimed at introduction of the generally accepted European practice of creation and functioning of population register, and fulfillment of Ukraine?s obligations before the European community on the way to its membership in the European Union.
The law regulates the problem of creation and functioning of the Single State Demographic Register and procedure of issue, exchange, prolongation, withdrawal, return to the state, and elimination of documents certifying identity and proving citizenship or special status.
In particular, the law contains the norm stipulating that the Single State Demographic Register should contain the following information about a person:
first and last name of a person;
date of birth/death;
place of birth;
sex;
date of entering the information into the Register;
information about parents (step-parents), guardians, care-givers and other representatives;
information about citizenship or absence thereof and grounds for acquiring Ukrainian citizenship;
details of documents issued to the person;
information about the documents certifying person?s death or recognizing a person dead or missing;
digitized sample of a person?s signature;
digitized image of a person.

“To amend article 15 of the Law "On Representation of the President of Ukraine in the Autonomous Republic of Crimea" (re estate administration)
The law determines that estate administration of the Representation shall be performed following the procedure determined by the legislation by the subject of administration of state property the body ensuring activity of the President of Ukraine. In addition, the bill imposes the same body with the function of material provision of operation of the Representation.

The legislative act amends the laws “On Confirmation of Conformance”, “On Consumer Rights Protection”, and “On the Standards, Technical Regulations and Conformance Assessment Procedures” which cancel the mandatory registration of the declaration of conformance at the central executive body in the sphere of technical regulation by the producer (supplier) of products.

“To amend the Law of Ukraine “On the State Budget of Ukraine for 2012” regarding compensation of difference between procurement prices for imported natural gas and its sale
The Law is aimed at ensuring timely and full settlements to the supplier of the imported natural gas.
The expenses shall be born at the cost of decreasing the expenses for purchasing shares of the NJSC “Naftohaz Ukrayiny” by the same amount.

“To Amend the Law of Ukraine ‘On the State Budget of Ukraine for 2012’”
The law stipulates that the Ministry of Finance of Ukraine shall provide funds to municipal enterprise “Dnipropetrovskyi Metropoliten” of the Dnipropetrovsk City Council (at the cost of the credit taken by the state from the European Bank for Reconstruction and Development for implementation of the project “Finishing construction of underground in Dnipropetrovks”) on a non-refundable basis. However, Dnipropetrovsk City Council shall reimburse the expenses from the state budget for servicing such credit and make payments to the state budget for provision of credit funds.

“To amend article 15 of the Law "On Representation of the President of Ukraine in the Autonomous Republic of Crimea" (re estate administration)
The law determines that estate administration of the Representation shall be performed following the procedure determined by the legislation by the subject of administration of state property the body ensuring activity of the President of Ukraine. In addition, the bill imposes the same body with the function of material provision of operation of the Representation.

“To amend several legislative acts of Ukraine regarding declaration of property, expenses and obligations of financial character”

“To amend several legislative acts of Ukraine regarding cancellation of declaration of conformance registration”
The legislative act amends the laws “On Confirmation of Conformance”, “On Consumer Rights Protection”, and “On the Standards, Technical Regulations and Conformance Assessment Procedures” which cancel the mandatory registration of the declaration of conformance at the central executive body in the sphere of technical regulation by the producer (supplier) of products.

The law is aimed at timely and full payment of salaries to the staff of cultural and educational establishments under the jurisdiction of the Ministry of Culture. In addition, its norms regulate current issues of activity of the State Agency of Ukraine for Management of State Corporate Rights and Property.

“To amend the Law of Ukraine “On the State Budget of Ukraine for 2012” regarding compensation of difference between procurement prices for imported natural gas and its sale
The Law is aimed at ensuring timely and full settlements to the supplier of the imported natural gas.
The expenses shall be born at the cost of decreasing the expenses for purchasing shares of the NJSC “Naftohaz Ukrayiny” by the same amount.

“To Amend the Law of Ukraine ‘On the State Budget of Ukraine for 2012’”
The law stipulates that the Ministry of Finance of Ukraine shall provide funds to municipal enterprise “Dnipropetrovskyi Metropoliten” of the Dnipropetrovsk City Council (at the cost of the credit taken by the state from the European Bank for Reconstruction and Development for implementation of the project “Finishing construction of underground in Dnipropetrovks”) on a non-refundable basis. However, Dnipropetrovsk City Council shall reimburse the expenses from the state budget for servicing such credit and make payments to the state budget for provision of credit funds.

“To amend Annex No. 3 to the Law of Ukraine “On the State Budget of Ukraine for 2012” (re nuclear fuel plants)
Within budgetary allocations of the Ministry of Energy and Coal Industry of Ukraine under the general fund of the state budget under the program 1101080 “Measures to implement State Targeted Economic Program “Nuclear Fuel of Ukraine”, the law determines expenses in the amount of UAH 80 million for replenishment of the authorized capital of the State Concern “Nuclear Fuel” with further purchase of shares of PJSC “Nuclear Fuel Plant”.
The law was adopted with consideration of proposals by the Committee on Budget.

“To Amend Article 16 of the Budgetary Code of Ukraine” regarding treasury payments
The law aims at increasing the effectiveness of state debt management and liquidating single fiscal accounting.
The law amends article 16 of the State Budget of Ukraine to entitle the Government to use the debt instruments, including the right to increase the amount of state borrowings if there is a need to cover temporary cash budget shortages to maintain the implementation of social and economic development programs.

“To amend several legislative acts of Ukraine regarding production of documents and forms for strictly accountable documents”
The Law excludes from 24 laws of Ukraine provisions determining certain documents and forms as documents (forms) for strictly accountable documents (strict accountability, strict financial accountability).
The respective bill was registered under No.11035. During the discussion clauses 12, 20, 23 were excluded from the bill.
Two laws on ratification were passed.
Twelve bills were adopted as a basis.
A number of resolutions on appointment and dismissal of judges, appointment of early local elections, etc. were adopted.
Seventy-three deputy inquiries were voiced.
