To implement the program, the Cabinet of Ministers passed the resolution approving the Procedure for Using Funds, stipulated in the State Budget for development of mineral resources base and amendment of the Procedure of Exploration Works at the cost of the state budget.
People?s deputies stressed that the Program is not being implemented to full extent.
Measures taken to remedy the situation with financing of the Program will require considerable efforts for actual performance of works to full extent and proper use of funds. Under the Program, annual distribution of expenses during the second stage in 2013-2020 is not stipulated.
People?s deputies believe that the only reason of failure to perform tasks and take measures is the lack of financing from the state budget.
Members of the Parliament believe that attraction of non-governmental investments and regulation of activity should be in the center of attention.
By results of discussion, members of the Committee considered the information on implementation of the National Program for Development of Mineral Resources Base by 2030. The work on program implementation was recognized satisfactory.
The Cabinet of Ministers is recommended to: take measures to finance and perform the first stage of the Program within the funds stipulated by the State Budget; elaborate and submit for consideration by the Verkhovna Rada amendments to Annex 2 of the Program in the part of annual funds distribution for performance of its second stage in 2013 - 2020; determine the priority directions of exploration works necessary for development of economy and the state from within and allocate main funds for their implementation; elaborate the mechanism for attraction of private investments into exploration of mineral resources by issuing special permits for mineral resources use, and conclusion of production sharing and public-private partnership agreements; ensure continuing and systematic financing of exploration works following the plan of effective performance and measures of the Program.
