According to V. Lytvyn, the bill in necessary considering the need to ensure that Ukrainian citizens can travel around the world freely, as national documents of identification are not "fake-proof", and with consideration of respective legislation of foreign countries.
Nevertheless, the Head of the Parliament noted that the bill presupposes collection of large amounts of information about a person which contradicts to the law on personal data protection. V. Lytvyn noted also that he has "the impression that this law is rather pursuing a commercial objective of printing respective strict reporting forms." The Chairman of the Verkhovna Rada added that enactment of this law should be accompanied by amendment of 30 current laws. "The approach should be extremely responsible from the viewpoint of legal logics, as the adopted laws often break the single legal basis," said V. Lytvyn.
The Head of the Parliament reminded also that under the decision of the Government, the National Information System is operating in the country. "By the way, this law stipulates that information shall be requested from this system. This, once again, brings me to conclusion that the stress was made on solving commercial issues," he said.
