Te bill (Reg.No.10544) suggests
supplementing articles 26 and 27 of the Rules of Procedure of the Verkhovna Rada. The document
specifies provision of article 47 of the Rules of Procedure pertaining to the
obligations of the head during the plenary meeting to inform on results of
registration of people?s deputies.
According to the Main Law of Ukraine, the powers of people?s deputies are determined by the Constitution and the Laws of Ukraine (part four, article 76). Organization and procedure of activities in the Verhovna Rada are determined by the Constitution of Ukraine and the Rules of Procedure of the Verkhovna Rada adopted by the Parliament (part five, article 83 and clauses 15 and 21 of the part first article 85). The decisions of the Verkhovna Rada of Ukraine can only be adopted during plenary meetings by voting (part two article 84). People?s deputies vote in person during the meetings of the Verkhovna Rada (part three article 84). The Verkhovna Rada adopts laws, resolutions and other acts by the majority of its constitutional composition, except cases stipulated by the Constitution of Ukraine (article 91). The meeting of the Verkhovna Rada is headed by its Chairman (clause one part two of the article 88)
The bill is consistent with the decision of the Constitutional Court of October 17, 2002 No. 17-рп/2002 in the part of the authority of the Verkhovna Rada.
