The Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn believes that video surveillance at polling stations should be an auxiliary mechanism to ensure transparency of people?s expression of will.

 

V. Lytvyn said this on Monday, answering the journalists? questions concerning the  relevance of video surveillance in internet-broadcasting mode not only by the end of voting but also during vote count.

 

The Head of the Parliament informs that the respective legislative initiatives have been registered at the Parliament but "there are some nuances that do not allow for consideration of this issue." V. Lytvyn stressed thereat the necessity "to note clearly that video surveillance is an auxiliary mechanism to ensure transparency of people?s expression of will." According to him, "we should not make the election process depend on whether or not there is video surveillance." "I could assume that there might be no electricity in one or two populated areas, or one or two districts may be blacked out - as a means of political fight; and people will sit and wait not knowing whether they should proceed with voting or not," he explained.

 

The Head of the Parliament expressed the opinion that it is necessary to present the respective equipment to schools and kindergartens to reinforce their security measures after the elections.
