The Chairman of the Verkhovna Rada of Ukraine believes that the law to increase responsibility for offense against the honor and dignity of a person will not be adopted.
During his meeting with the Election Observation Mission of the OSCE Provisional Commission to observe the 28 October parliamentary elections in Ukraine V.Lytvyn said that this is not the right time to adopt such a law, since "there is no clear distinction between libel and insult".
Apart from this, the Chairman of the Parliament said that even if such a law would be adopted, it should include a clear stand that the provision to increase responsibility for libel should not be used as an instrument of pressure against mass media by politicians and state officials that are public persons.
