While adjusting the document, the Committee received 27 amendments from the subjects of legislative initiative, 17 of which were taken into account.
The Committee stresses that the bill (Reg.No.8583) aims at strengthening legislative support of immune-preventive measures and implement a systemic approach to the vaccination of population against infectious diseases.
The Committee members also stress that immune-preventive measures are recognized as the most effective way to fight infectious diseases and reduce the level of child morbidity and mortality. At the same time, there are a number of problems connected with organization of immune-preventive measures, protection of the citizens from infectious diseases, exercising medical control over the process of vaccination, etc.
The bill stipulates:
establishing clear definition of the criteria of compulsory prophylactic immunization
authorizing central executive bodies in charge of public health to adopt the register and order of prophylactic immunization performance
establishing requirements for the prophylactic immunization
adopting certificates of prophylactic immunization
reconsidering and improving the terminology.
The bill suggests canceling the demand regarding prohibition of attending kindergartens by children who did not receive prophylactic immunization according to immunization schedule. Instead, the bill suggests temporary restrictions on attending kindergarten during the epidemic period.
