According to the document, fiscal revenues for 2012 are increased by UAH 231 907 million, including general fund (by UAH 193.3 million) and special fund (by UAH 231 713.7 million). The funds are to be received from the "sale of the assigned amount of greenhouse gas emissions under Article 17 of The Kyoto Protocol to the United Nations Framework Convention on Climate Change, including exchange conversion differences" (UAH 231 713.7 million) and VAT charged on goods imported to Ukraine (UAH 193.3 million).
Due to the additional revenues, the expenses of the State Agency of Environmental Protection of Ukraine to finance the program "guidance and management of environmental investment" is increased by UAH 193.3 million and "state support for measures aimed at reduction of emissions (increasing absorption) of greenhouse gases, including insulation of social security buildings, development of international cooperation on climate change" by UAH 231 713.7 million.
