The bill (Reg. No. 8243) proposes not to apply the Law "On State Procurement" in cases of procuring health improvement and recreation services from the state enterprises "International Children?s Center ‘Artek?" and "Ukrainian Children?s Center ‘Moloda Hvardiya?".
In the course of discussion, members of the Committee stressed that preference of certain institutions providing health improvement and recreation services for children is not stipulated by the Law "On health improvement and recreation of children" determining principal directions of state policy in this sphere.
In addition, people?s deputies drew attention to conclusions of the Central Scientific Experts Office of the Verkhovna Rada Secretariat. The experts emphasize that proposals of the bill not to apply the Law "On State Procurement" in cases of procuring health improvement and recreation services from the state enterprises "International Children?s Center ‘Artek?" and "Ukrainian Children?s Center ‘Moloda Hvardiya?" are at variance with the main aim of this law, which is to create competitive environment in the sphere of state procurement, prevention of corruption in this sphere, development of fair competition, and rational and effective use of state funds.
