The bill (Reg. No. 6462-д), submitted by people?s deputies V. Rybak and Yu. Serbin, determines legal, economic, social, ecological, humanitarian and organizational principles of state regional policy as a component of home policy of Ukraine.
Under the bill, state regional policy is aimed at creating conditions for dynamic and balanced development of Ukraine and its regions, districts, cities, towns, townships and villages, increasing life standards, etc.
The bill determines principles, objects and subjects of state regional policy, their authorities, regional strategies of development, Plan of Realization of the Strategy of Regional Development of Ukraine, powers of the Cabinet of Ministers, central executive bodies and the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city state administrations, as well as mechanisms and sources of financing of the state regional policy.
The bill proposes to create the State Fund of Regional Development.
The document contains provisions on monitoring of realization of state regional policy.
People?s deputies support the bill. They believe that adoption of the bill will create legislative basis for effective realization of new state regional policy, and stimulate the regions to self-development.
