Opening the discussion the Head of the Committee Hryhoriy Kaletnik noted that it was held upon the initiative of economic agents and NGO’s. People’s deputy invited to express opinions and ideas concerning the results of introducing land market for the agriculture in the country.
The bill (Reg. No. 9001-д) lays out legal and economic principles of land market organization and functioning. The document defines the subject and the object of the land market, and sets the requirements for the commerce in land and holding of competitive tendering. Under the bill, the total area of the land plots allocated for agricultural production, individual farming, and farming enterprise shall not exceed 100 ha. The document determines that the area of land plots leased by one person shall not exceed 10% of agricultural lands area in the district and shall not exceed 100 ha on the territory of Ukraine.
It was stressed during the discussion that adoption of the bill could impede agricultural business conducted on lease basis. Characterizing the issue of agents of the future market, the speakers expressed the opinion that depriving companies as legal entities of the right to purchase agricultural lands contradicts the Constitution of Ukraine and other legislative acts. Participants of the discussion agreed that any limitations lead to corruption and other negative phenomena in economy.
The proposals voiced by participants of the meeting will be processed in the Committee.
