The participants of the meeting discussed the necessity to intensify state export control and control after the turnover of goods that could contain nuclear materials, weapons or technologies, in order to ensure border security.

 

J. Kelly informed that the Program has been initiated to provide assistance in non-proliferation of weapons of mass destruction, missile systems and their delivery, conventional weapons and goods related to them by providing support to the governments of other countries in creation and implementation of effective systems of export control that would correspond to international standards. According to him, the assistance provided includes facilitation in elaborating and implementing new comprehensive legislation on export control; trainings and exchange programs for experts in licensing and law enforcement; etc.

 

Subcommittee chair V. Moisyk said that the effective version of article 333 of the Criminal Code and article 212-4 of the Code on Administrative Infringements are deficient and should be amended in line with the international experience. He recommends drafting and adopting a new law on the fundamentals of state export control over the goods which might contain nuclear materials, weapon, or technologies.

 

The participants agreed to work together to strengthen the laws on state export control, provide technical assistance and training, and hold a round table with the representatives of the Ukrainian state departments and international experts.
