The bill (Reg. No9161) is aimed at legal regulation of system of
professional training and proficiency testing of workers in different spheres
of economic activity and raising of qualification level by means of
professional training, professional retraining, performance review and
certification.
The committee members upheld the idea to increase efficiency of the professional training and necessary qualification developing of the workers according to the requirements of production process, strengthening of the state assistance to the enterprises (organizations) in this sphere, though they expressed a number of remarks to the bill.
Namely, the People´s Deputies stressed that the effective legislation possesses legal-regulatory mechanism of professional training of industrial workers, lacks and drawbacks of which in present conditions should have been eliminated firstly and supplement it by the specific and effective means to solve the pressing problems.
According to the People´s Deputies, the organization of professional trainings of employers by the employee, which was suggested by the bill, their performance review and certification, has no direct connection to the solution of the problem of rates and quality o personnel training.
