The bill (Reg. No. 9033) defines the concept of investment component of the price/tariff for a public utility service, restricts implementation of investment programs within and at the expense of reducing the actual cost price of public utility services due to attraction of investment resources, and regulates the procedure of development and ratification of investment programs and control over their implementation.
The committee members recommend the Verkhovna Rada to consider the bill together with the bill on amendments to several laws of Ukraine regarding regulation of investment operations in the sphere of public utility services (Reg. No. 8640), adopt it as a basis, and combine the bills before scrutinizing them in the second reading.
