The bill (Reg. No. 7483) strengthens administrative responsibility for the violation of rules and order of treatment of special tools of active defense aimed at injury of other person or infliction of pain shock.
The author of the bill informed that the applicable laws do not fix the responsibility for violating the established rules and order of treatment of special tools of active defense. The author stated that "sanctions for particular law infringements in the form of small fines fail to fulfill the function of reeducation of offenders and prevention of new law infringements, which constitutes the basis of administrative responsibility."
The committee members endorse the bill, as its adoption should prevent new law infringements, raise the level of legal awareness, and educate the citizens in the spirit of absolute abidance by the effective law.
