The Law amends several legislative acts of Ukraine to simplify the procedure of procurement, specify the grounds for applying the procurement procedure for one participant, and introduce a new mechanism of applying the procurement procedure for one participant without a permit of the authorized body in charge of public procurement.
The motions of the President of Ukraine state that the document supplements part three of clause 2 of the Law "On Public Procurement" with four new provisions.
