The report
states that the national parliaments of BSEC member states devote special
attention to the review, renewal and modernization of applicable legislative
frameworks and enactment of laws in line with the international standards in
the sphere of science and technology and modern challenges.
The report sets the following priorities of the national agenda: strengthening of policy to raise public awareness; enhancement of professional training of scholars; support of mobility between the public and the private sectors and extension of research opportunities; assessment of the existing practices and exchange of advance approaches to the development of better methodologies to assess the socio-economic impact; assessment of influence of different forms of intellectual property protection and software on the access to the data on software and further modifications; selection of effective measures to extend participation in the scientific and technological education; use of resources to make science and technology more attractive since the primary stages of education; strengthening of organizational-legal framework of electronic scientific and technological data processing; development of clear-cut official organizational-legal rules on conformity of different parties engaged in the information-related activity; full use of resources for the development of innovations and new knowledge to strengthen scientific and technological potential; concern with the domestic laws on national security and privacy; achievement of sustainable development by using scientific and technological achievements and strengthening the national innovations policy and programs.
The Parliamentary Assembly of the Black Sea Economic Cooperation puts emphasis on the importance of the scientific and technological advance for the sustainable economic development in the new millennium. Scientific advance serves the interests of the society, increases the life standards, influences the culture and lifestyle, and helps tackle the socio-economic issues.
PABSEC also appreciates determination of BSEC member states to support development of science and technology.
PABSEC highly appreciates the results of work of the BSEC working group on cooperation in the sphere of science and technology, and its role in the development of the BSEC Action Plan on Science and Technology (2010-2014) which facilitates regional cooperation in this sphere. The Action Plan states the importance of innovations, human resources, growth of potential and research infrastructure to support the national competitive ability in the global economy. The Action Plan also confirms the necessity of supporting scientific-technological cooperation programs.
PABSEC declares that parliament members should work more actively in the national parliaments and international parliamentary institutions through cooperation with other parliamentary assemblies and organizations to determine the critical problems of science and technology and rise to the challenges of the new millennium.
The recommendations also call for coordination and cooperation between the specialized units under the control of respective ministries to promote scientific research and innovations, and support implementation of the BSEC Action Plan on Science and Technology (2010-2014).
