As it was announced by the Secretariate of the Committee, among the above-mentioned quantity of documents, 17 Laws were adopted in entirety and 11 of them were signed by the President of Ukraine.
Among them are the following:
"On the State Land Register." The Law updates fundamentals of the applicable Land Code concerning introduction of the State Land Register. Currently, a land plot undergoes state registration during every transaction and includes the procedure of state acts issue or registration of lease agreements. However, the Law reduces this procedure to assigning the cadastral number to every land plot.
"On Amendments to the Law "On Vine and Grape Wine." The Law introduces clear-cut definitions of terms in the national winegrowing and winemaking, and specifies several provisions of national legislation on fighting wine adulteration;
"On Amendments to Clause 3 of the Law "On State Regulation of Sugar Manufacture and Sale" (re Licensing of Sugar Wholesale). To cut down the types of economic activity subject to licensing, the Law excludes the following parts from clause 3 of the applicable law on licensing of sugar wholesale: part one (the body authorized by the Cabinet of Ministers issues special permits (licenses) for the sugar sale in the territory of Ukraine within quota A by applications of the sugar wholesale enterprises, considering quarterly and monthly volumes), part two (business entities effect sugar wholesale in the domestic market of Ukraine under a special permit (license). The number of licenses for sugar wholesale is unlimited), and part four (business entities effecting retail trade in sugar are authorized to get the sugar for sale only from the entities that have special permits (licenses) for sugar wholesale);
"On Amendments to the Law "On State Regulation of Sugar Production and Sale" (re Declaration of Sugar Residue). The Law supplements the effective law with the concept "declaration of sugar residue" - declaration of the available amount of sugar in the ownership of a business entity. Declaration shall be compulsory for all the business entities irrespective of their property form. According to the parliamentarians, the declaration procedure is defined by the Cabinet of Ministers of Ukraine. Information on the business entities and amount of sugar indicated in the declaration is to be confidential information, business entities being liable for the completeness and reliability of the data submitted.
In the first reading the Verkhovna Rada adopted the following bills, scrutinized by the Committee: "On Development of Biofuel Production and Consumption" (Reg. No. 7524); "On Food Security of Ukraine" (Reg. No8370-1); "on Amendments to Clause 28 of the Law "On Land Management" (re reducing the Term for Land Documentation Registration)" (Reg. No8387); "On Amendments to Several Legislative Acts of Ukraine" (re Strengthening of Control over the Use of Land Resources)" (Reg. No8385).
