The bill (Reg.
No. 9021) amends the Law "On Narcotic Drugs, Psychotropic Drugs, and Precursors",
whereby sole proprietors licensed for medical or veterinary practice are
authorised to obtain a license for storage, transportation, purchase, use,
liquidation of narcotic drugs and psychotropic drugs included in the tables ІІ and
ІІІ of the Register of Narcotic Drugs, Psychotropic Drugs, and Precursors
ratified by the resolution of the Cabinet of Ministers of Ukraine of May 6,
2000 No. 770.
The committee members stated that medical and veterinary services are rendered by both legal entities and sole proprietors who have to provide a full medical or veterinary assistance, even if such assistance presupposes use of medical (veterinary) drugs containing narcotic or psychotropic drugs. Therefore, committee members believe that both legal entities and sole proprietors who provide the services mentioned must work in equal conditions, and their professional activity should not be subject to artificial constraints.
