The bill (Reg.
No.9053), determined by the President of Ukraine as urgent, was presented by
Volodymyr Mozharovskyi, First Deputy Minister of
Defense. The First Deputy Minister stated that the bill fixes the strength of
the Armed Forces of Ukraine as of December 31, 2012 as 184 thousand persons, including
139 thousand soldiers.
According to the reporter, it will support high-quality training of the Armed Forces of Ukraine.
V. Mozharovskyi also stated that it is necessary to optimize strength and structure of military management bodies; eliminate duplicate tasks and functions; reduce management branches; disband unpromising armory, base and depot complexes, units of material and technical support; form military base of level readiness, mobilization reserve; optimize structure and strength of maneuver elements; combat support elements with out-of-date equipment.
The bill optimizes the strength of combat training units, material and technical support of the Armed Forces of Ukraine by introducing new forms of organization and implementation (outsourcing), and harmonizing military education and training with the tasks and needs of the Armed Forces of Ukraine in training of military specialists and research.
In the result of the voting 8 votes ‘in favor´, 6 ‘against´, the Committee resolved to recommend the Parliament to recommit the bill.
