During the Committee´s sitting it
was declared that pursuant to the results of the audit of Chamber of Auditors
of Ukraine Vinnytsia and Khmelnytsk Regional State Administrations failed to
provide appropriate fire prevention and protection activity, envisaged by the
State Special-Purpose Programme on Fire Prevention and Protection Activity for
2010.
It was emphasised that the Ministry on Emergency Situations as a specialized body in the system of executive power on matter of state fire prevention and protection activity program failed to fully equip Ministry on emergency Situations departments in Vinnytsia and Khmelnytsk Regions.
In the result of the discussion the Committee recommends the Cabinet of Ministers to submit for the parliamentary scrutiny before September 1, 2011 the bill on regulation of issues on actions of fire prevention and protection in Ukraine and its appropriate funding and also make provisions in the State Budget Draft for 2012 for funding of fire prevention and protection activity within the local level.
The Committee recommended Vinnytsia and Khmelnytsk Regional State Administrations to eliminate drawbacks pointed out in the certificate of audit submitted by the Chamber of Auditor of Ukraine, provide reasonable control to prevent them in future.
