The bill (Reg. No. 8006) arranges conditions
for effective protection of the civil rights and liberties and state interests by
the criminal means, and eliminates obstacles during the prejudicial inquiry of
the criminal cases.
The bill amends clause 218 of the Code of Criminal Procedure of Ukraine, whereby the accused and the defenders shall familiarize themselves with materials of case on time to observe human rights and liberties and settle the criminal cases effectively.
The People´s Deputies support the necessity of streamlining the procedure of familiarizing the accused and the defenders with materials of case on time and preventing deliberate prolongation of the inquiry. However, they expressed several remarks concerning the bill.
The Committee members believe that introduction of the suggested mechanism of influence on the accused and the defender is unreasonable, and will fail to settle the issue in practice.
