The bill (Reg. No.8445) sets the fundamental principles of state regulation in the sphere of lottery activity in Ukraine to arrange favourable conditions for the lottery market on the principles of state monopoly in lottery sphere, social orientation of the lotteries, needs of state budget, rights and legal interests of the citizens.
The document sets financial-economic, organizational and other requirements concerning lottery operators, and regulates the issue of licenses upon completion of the preliminary procedures and expert evaluations.
