Opening the meeting, Committee Chairwoman N.Korolevska stated that aircraft construction is one of the high-technology, knowledge-based and cost-effective industries of
Ukraine. The aircraft construction sector of Ukraine includes 20 enterprises
that design and produce finished manufactures, including aircraft and
engine-building plants; 24 enterprises that manufacture assembly units, blocks and constituent
elements for aircrafts and aircraft engines; more than 50 enterprises of other branches that manufacture constituent
elements for aviation equipment. Nearly 60 thousand people are employed at the enterprises and research institutions of the aircraft construction.
The People´s Deputies believe that promotion of aircraft construction facilitates development of other industrial branches of Ukraine, such as radio electronics, machine building, tool engineering, metallurgy, etc.
The parliament members focused on the completion of the State Comprehensive Program on Aircraft Construction Development in Ukraine till the year 2010. "It helped the industrial, research and export potential of the national aircraft construction to withstand the recession, improve the financial conditions of the aircraft plants and social moods in the staff," stated N.Korolevska.
The Committee members listened to the report of V.Bohuslaiev, Head of the Board of Directors of "Motor Sich" OJSC, on the state of aircraft construction, employed technologies, and actions to support the sector.
The reporter singled out the following problems in the aircraft industry: the lack of governmental support of the aviation equipment export, low scope of production and sale of aviation equipment which leads to the unprofitability of production; capital consumption, including functional depreciation and physical deterioration of equipment and technologies; the lack of home demand for Ukrainian aviation equipment and complicated access to the Russian market without cooperation with the Russian enterprises; the lack of systematic support (promotion) of demand for aviation equipment (lease, subsidies, export support, offset) and effective systems of long-term crediting of foreign economic contracts and lease.
The Committee recommends the Cabinet of Ministers to hold a sitting to discuss the state of aircraft construction and helicopter industry in Ukraine. The People´s Deputies believe that the Government should facilitate development and ratification of the State Comprehensive Program on Aircraft Construction Development in Ukraine till the year 2020 and the concept of the State Target Research Program on Helicopter Industry in Ukraine.
