The primary purpose of the bill (Reg. No.8130-д) is to harmonize the Customs Code of Ukraine with the International Convention on Simplification and Harmonization of the Customs Procedures, Convention on Temporary Importation, incorporate the World Customs Organization Safe Framework of Standards into the domestic legislation, and reform the customs service of Ukraine.
The Committee members stressed that the bill presents a definite and exhaustive register of basic documents to be submitted for the customs registration to confirm the stated customs cost, and supplementary documents that can be required by the customs body to verify the stated customs cost.
The bill regulates compensation of losses inflicted to a legal entity in the result of illegal actions of customs officials during the verification. The losses are compensated at the expense of the state budget funds under the legally established order.
