The People's Deputies agreed to the idea of the President of Ukraine to exclude the phrase "without tender procedure" from the provisions of the Law, whereby "state customers as key spending units of the allocated state budget funds, and proceeding from the adopted indexes of the government procurement on the basis of expert judgments, the state contracts that fix economic and legal obligations of the parties and regulate relations between the customer and the contractor are concluded without tender procedure."
