Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that results of the expectable referendum on extension of moratorium on land sale are predictable.   

 

"Referendum is a direct norm of democracy, so no initiative can be declined," stated V.Lytvyn on Monday. However, he expects this topic to be pressed forward in the current political environment.

 

The Head of the Parliament stated, "As the referendum is a precise and pointed form of expression of the will of the people, the use of its results should be clearly stated. In my opinion, the results of such referendum are predictable."  

 

According to V.Lytvyn, if a corresponding initiative appears, initiative groups are set up, and three million signatures in most regions are collected, "the issue will be brought about." However, he supposes that a respective law should first be adopted, as there is no legislative base for the holding of referenda.

 

The Chairman of The Verkhovna Rada of Ukraine called for adopting the law on land cadastre, holding land market assessment, and compiling the register of land owners. He deems necessary to consider the recommendations of the parliamentary hearings, while working on the bills on land relations.

 

V.Lytvyn informed that the Government was drawing up the bill on land market.
