The bill (Reg. No.7456) subsumes
production of smoking mixtures that do not come within the scope of a
definition of tobacco goods, substances for air aromatization used through
burning or another heat treatment (except frankincense, incense and myrrh), and
also wholesale and retail trade in these goods to the economic activity that
requires licensing.
According to the Committee members, adoption of the bill in the suggested version does not solve the assigned purpose of restriction of free production and trade in smoking mixtures. Natalia Korolevska, Chairperson of the Committee, emphasized that if the mixtures compositionally are subsumed to the analogue of narcotic and psychotropic substances, its circulation in the territory of Ukraine is already banned except cases of use in expert and sweep operations and for educational and research purposes pursuant to clause 13 of the Law "On Narcotic and Psychotropic Substances and Precoursors."
The People´s Deputies focused on the conclusion of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariate that recommends the Parliament to adjust the bill with expressed remarks and propositions.
