Volodymyr Lytvyn: It is a Reputable Person competent in the Domestic Affairs and Economy who should assume the Office of the Head of the Accounting Chamber of Ukraine

 

To plan the revenue of the State Budget, the Accounting Chamber of Ukraine should be authorized to control both the expenditures and the revenue of the budget. Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, made this statement in the interview to the Business periodical.

 

He stated, "There should be an unbiased body, the competent personnel of which will seek the extra sources to increase the budget revenue. The Accounting Chamber should also rely on the scholars and experts."

 

V.Lytvyn calls for extending the functions of the Accounting Chamber. He reminded that the period of authorities of the Head of the Accounting Chamber had ended, while the deputy head and other high-ranking offices remained vacant. The Chairman of The Verkhovna Rada of Ukraine presumes that neither of the suggested candidacies will get the necessary 226 votes at the Parliament, which will entail consultations for a week or two. "We should finish with this topic in the beginning of March," V.Lytvyn declared.   

 

Commenting upon the candidacies for the office of the Head of the Accounting Chamber of Ukraine, V.Lytvyn stated that it should be a reputable person competent in the domestic affairs and economy. "One can not inspire respect towards oneself, banging the table with fist or nit-picking. The force of the documents should be confirmed by the force of the personality. Theoretically, this office should be a tool of the opposition," he stated. "However, the authorities change more frequently than the Head of the Accounting Chamber, so it is not always clear who belongs to the opposition and who is in power. Therefore, it should be just an emblematic personality."
