Under the Agreement, the Parties cooperate in the design, construction, and bringing into service of the nuclear units No. 3 and 4 of Khmelnytskyi Nuclear Power Plant with the application of existing designs with the reactor installations of VVER-1000 type (V- 392).
Cooperation under this Agreement is carried out in compliance with the domestic law of the Parties, as well as nuclear safety standards and measures equal to the safety standards and measures of the International Atomic Energy Agency (INFCIRC/18/REV/1).
Cooperating under this Agreement, the Parties take as a premise that the technical level of the nuclear units No. 3 and 4 of Khmelnytskyi Nuclear Power Plant under construction shall meet the level of experience and expertise of Ukraine and the Russian Federation in the sphere of nuclear energy use; the safety level of the nuclear units No. 3 and 4 of Khmelnytskyi Nuclear Power Plant shall be based on the IAEA applicable standards and meet the domestic law of Ukraine on the nuclear energy use as of the date of enactment of this Agreement. The applicable standards are harmonized at the stage of formulation of contracts concluded under Clause 5 of this Agreement, and are included into the contracts as separate appendixes.
Under the Agreement, the Parties shall arrange the conditions for the regulatory authorities to permit the Parties of the licenses (permits) to design, construct, and bring into service the nuclear units No. 3 and 4 of Khmelnytskyi Nuclear Power Plant, export and import of design and engineering documentation, equipment, materials and services required for the ordering party and the contract holders, Ukrainian and Russian executive organizations for the performance of works and services envisaged by this Agreement under the domestic law of the states of the respective Parties.
