The bill (Reg. No. 6189) amends the Civil and the Family Codes of Ukraine and the Laws "On the Fundamentals of Civil Protection of Homeless Adults and Children" and "On Protection of Childhood." The primary purpose of the bill is to specify the order of transactions with fixed property owned by the children with the title to property or the right of use.
Under the bill, parents (adoptive parents) and tutorship and guardianship authorities shall give consent to the transactions by minors in the order established by the Family Code of Ukraine.
Pursuant to the bill, tutorship and guardianship authorities shall verify observance of housing rights and legitimate children´s interests in the order established by the Family Code. To make any transactions with fixed property owned by the children with the title to property or the right of use, previous agreement of tutorship and guardianship authorities shall be given in the order established by the Family Code of Ukraine. Tutorship and guardianship officials bear personal responsibility for the protection of rights and legitimate interests of children while delivering an agreement on transactions with fixed property owned by a child.
The tutorship and guardianship authorities give consent on respective transactions concerning housing rights of a child immediately on verification effected within one month.
