Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, stressed that it is only the parliamentary majority that can adopt and amend the Election Code.

 

V.Lytvyn made this statement in the interview to Holos Ukrainy newspaper on Tuesday.

 

He deems necessary to realize that the Election Code should be adopted "not on the eve of elections but at least one year before them." "Moreover, the Election Code shall provide clear rules of play for the future political campaigns," he added.

 

V.Lytvyn singled out the election system, the order of setting up the election commissions, and the procedure of appealing against their activity or inactivity as "the stumbling stone in the Election Code." "Coordinating the crucial issues, we will harmonize the provisions of the Election Code," the Chairman of The Verkhovna Rada stated.

 

V.Lytvyn believes that this document should state that only the constitutional parliamentary majority can amend the election laws.  "Then there will be no itch to correct the election rules to gain the benefits depending on the political moods and alignment of forces," he summed up.
