Under the Law, the governmental order for publishing is formed under the Law "On the Governmental Order for the Priority State Needs", and qualified by the total scope of the publishing output, circulation and cost.
The document states that the governmental order covers editions on topical issues of the state formation and history of Ukraine, the matters facilitating development of the culture, education and science, strengthening of the scientific-research and investment capacity of Ukraine, integration of the state into the European and global community, education, etc.
Under the Law, executing the governmental order, the publisher has the right to publish extra number of editions, previously edited due to the governmental order, at his own expense and under copyright.
