The Verkhovna Rada of Ukraine adopted the Law "On Forced Scrutiny of Regulatory Acts adopted by the Local Self-Government Bodies and Officials" with the Motions of the President of Ukraine. The Law sets the legal and organizational principles of the forced scrutiny of regulatory acts adopted by the local self-government bodies and officials as to their conformity to the principles of the state regulatory policy in the branch of economic sector.
The following Laws were adopted:
1. "On Ratification of the Protocol on Accession of Ukraine to the Treaty establishing the Energy Community." The legislative act finalizes the organizational procedures concerning accession of Ukraine to the Treaty establishing the Energy Community.
2. "On Amendments to several Laws of Ukraine regarding Payments for Natural Gas and Electrical Energy." The Law introduces current accounts with the special terms of use in the authorized banks for payments for natural gas and electrical energy.
3. "On Amendments to Clause 17-1 of the Law of Ukraine "On Electric Power Engineering" (re Terms of Enactment of the Extra Condition concerning Promotion of Electric Power Engineering from the Alternative Sources). The legislative act amends the applicable Law "On Electric Power Engineering", postponing introduction of extra conditions to promote electric power engineering from the alternative sources (solar energy) from January 1, 2011 to January 1, 2012.
4. "On Amendments to several Laws of Ukraine" (re Operations with Scrap Metal)." The Law arranges the conditions to introduce high technologies, high technological means of production, rational use of the primary commodities, protection of the national producers, and legalization of the payment of the accepted scrap metal.
5. "On Amendments to Part 1 of Clause 19 of the Law "On Single Customs Tariff." The Law regulates the privileges during the import of paper wastes and cardboard, paper for recycling, energy-saving equipment and materials, measuring and control devices for the fuel-energy resources, equipment for energy produce from renewable energy sources, materials and equipment used for their produce in the territory of Ukraine.
6. "On Amendments to Clause 2 of the Law "On the Temporary Ban on Exaction of the Late Payment Interest for the Public Utility Services" (re Effect of the Law). The effect of the Law is terminated since January 1, 2011. Late payment interest for the public utility services (water supply, gas, electrical energy, heating, water sewage, maintenance and use of housing premises, refuse collection, maintenance of elevators) shall be calculated for the arrears as of January 1, 2011.
7. "On Culture." The Law improves the effective tools of the state policy implementation in the sphere of culture; regulates social relations connected with the formation, distribution, preservation and restoration of cultural values, and enhances legal relations in the sphere of culture.
8. "On Amendments to several Legislative Acts of Ukraine" (re Competence of the Law Enforcement Bodies in the Protection of Submarine Cultural and Archeological Heritage). The Law amends clause 255 of the Code of Ukraine on Administrative Infringements that authorizes the State Border Service of Ukraine and the Security Service of Ukraine to protect submarine cultural and archeological heritage to prevent misappropriation, destruction and illegal relocation of the cultural heritage objects.
9. "On Amendments to the Law "On the Red Cross Society in Ukraine." The Law harmonizes the effective legislation with the principles of the Additional Protocol to the Geneva Conventions of 12 August 1949 in the part of adoption of the additional distinctive emblem ratified by the Verkhovna Rada of Ukraine, and the effective Law "On Amendments to certain Legislative Acts" that amended the Law "On Red Cross and Red Crescent Symbols in Ukraine" (re introduction of the additional symbol of Red Crystal). It also changed its title for "On Red Cross, Red Crescent and Red Crystal Symbols in Ukraine."

1. "On the Procedure of Consideration and Adoption of the Bill on the State Budget of Ukraine for 2011."
2."On Consent to Dismissal of O.O. Kostusev from the Office of the Chairman of Antimonopoly Committee of Ukraine under the Order of the President of Ukraine."
3. " On Consent to Appointment of V.P. Tsushko to the Office of the Chairman of Antimonopoly Committee of Ukraine under the Order of the President of Ukraine."
4. "On Holding of the Parliamentary Hearings "Implementation and Enhancement of the Pension Reform" (16 February 2011)."
5. "On the Report of the Interim Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the Application of Public Funds by the Leaders of the State Committee of Ukraine for State Material Reserve."
